2013第三届中国*非常规油气峰会

2011年12月31日，中国国家*正式发布了《煤层气（煤矿瓦斯）开发利用十二五规划》。《规划》指出到2015年，国家的煤层气产量将达到300亿立方米,这将是2010年煤层气产量的20倍。几天后，*批准，页岩气成为了第172号矿物质，明确了页岩气的勘探权不局限于石油和天然气的专营权，这将促进煤层气，页岩气等非常规天然气的工业化和商业化。2012年3月16日，国家*正式发布《页岩气发展规划（2011—2015年）》，该《规划》提出，到2015年，国内页岩气产量将达65亿立方米，而2020年则力争实现600-1000亿立方米。《规划》提出多项未来扶持页岩气勘探开发的财税政策，并拟定19个“十二五”重点勘探开发区域。2012年9月10日*在官方网站发布公告，面向社会各类投资主体公开招标出让页岩气探矿权。本次招标共推出20个区块，总面积为20002平方公里，分布在重庆、贵州、湖北、湖南、江西、浙江、安徽、河南8个省（市）。毫无疑问，中国的非常规油气产业将迎来其黄金发展期。

OnDecember31st,2011,ChinaNationalEnergyBureauofficiallyreleasedChina's"the12thfive-yearplanofCoalbedMethane‘sdevelopmentandutilization”（hereinafterreferredtoasthe"Plan"）.PlanpointoutthatthenationalCoalbedMethaneproductionwillreach30billioncubicmetersby2015,whichis20timesmorethanthecapacityof2010.On16th,March,2012,Chinanationalenergybureauofficiallyreleasedthe“ChinaShaleGasDevelopmentPlan（2011-2015）”whichpointoutthatthenationalshalegasproductionwillreach6.5billioncubicmetersby201ndaimtoreach60-100billioncubicmetersby2020.On10th,September,MinistryoflandandresourcesofChinaoffered20shalegasblocksinasecondtender,withatotalareaof20,002squarekilometersin8provinces:Chongqing,Guizhou,Hubei,Hunan,Jiangxi,Zhejiang,Anhui,andHenan.ThereisnodoubtthatthedevelopmentofunconventionalgaswillbeginitsgoldenperiodofdevelopmentinChina.
